Knowing how to understand and respect rights of author are definitely crucial. The best way to acknowledge someone's hard work is to credit them. Thus, it is good to create awareness of the concept of intellectual property as early as primary school.
By learning how to credit the author the particular information, this will eventually helps to increase the student's level of integrity. Moreover, even primary school students own a computer in their house, and this means that they have the ease to access internet easily. This may leads them to copy works from the internet instead of their own original work. Although this issue of plagiarism is still not very important in primary school, I think that it will be the best to start early in introducing the concept of intellectual property.
If plagiarism were not controlled in early stage, students might think that it is okay or it is normal to copy work that are not done y them and present it as their work. This will do the student no good as they would had learnt much lesser things. Moreover, this will give student the wrong idea that plagiarism are not wrong and are used to do it. By that time, Singapore's education are going to fall.
